Reuse parse/load helpers next to upsertEnvVar, drop env-file.ts, and share mutedNpmEnv for quiet installs and Vercel spawns.
Keep withSpinner as the wrapper so create/deploy still own success copy. Disable yocto-spinner signal handling so the process runner keeps SIGINT.
This reverts commit 94510eb.
